Position Overview:

The Illinois Department of Early Childhood’s (IDEC) is searching for an experienced professional to serve as the Facilities and Fleet Manager for a new State Agency. This position directs and oversees facilities and fleet operations to ensure safe, efficient, and compliant management of the agency’s physical and transportation resources. The individual in this role develops and implements policies for facilities maintenance, security, energy management, emergency preparedness, and fleet utilization, ensuring compliance with state and federal regulations, including OSHA and ADA requirements. The Manager coordinates lease agreements, vendor contracts, capital improvement projects, and vehicle procurement and maintenance, while also implementing risk management and cost-saving strategies. As a supervisor and subject matter expert, the Facilities and Fleet Manager provides leadership, guidance, and technical expertise to staff and serves as a key liaison with state agencies, external partners, and vendors to support IDEC’s operational effectiveness and mission. Essential Functions

  • Serves as the Facilities and Fleet Manager for the Illinois Department of Early Childhood (IDEC).

  • Organizes, implements, and evaluates policies effectuating the IDEC Facilities Management processes.

  • Organizes, implements, and evaluates policies effectuating the IDEC Fleet Management Programs.

  • Serves as a full-line supervisor.

  • Performs other duties as required or assigned, which are reasonable within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in public administration, business management, supply chain or logistics management, or closely related fields of study.

  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization with facility and management operations experience with one, or a combination of experience with building compliance laws, regulations, leasing, and/or procurement.


Preferred Qualifications

  • Prefers three (3) years of professional experience coordinating, monitoring, and evaluating processes related to facilities operations, fleet management, grounds, custodial, and/or preventive maintenance services and safety compliance, ensuring adherence with applicable local, state, and federal building codes/regulations, (e.g.,Occupational Safety and Health Administration, Americans with Disabilities Act, 44 Ill. Adm. Code 5010, 5040 and related).
  • Prefers Two (2) years of professional work experience with vendor and contract management, including procurements, negotiation, and/or performance monitoring of facility and fleet service contracts.
  • Prefers two (2) years of professional work experience supporting or managing projects in facilities or fleet operations/management and maintenance, including familiarity with work order, asset, or project tracking software (e.g., IBM Maximo, Archibus, SAP EAM, Microsoft Project, or similar) and computerized maintenance management systems (CMMS).
  • Prefers professional certification in facilities or fleet management and/or project management [e.g., Facilities Management Professional (FMP), Certified Automotive Fleet Manager (CAFM), Project Management Professional (PMP), or similar requirements].
  • Prefers two (2) years of direct-line supervisory experience leading facilities and/or fleet operations staff, including assigning/reviewing work assignments, providing guidance and training to assigned staff, counseling staff work performance, reassigning staff to meet day-to-day operating needs, establishing measurable annual goals and objectives, approving time off, adjusting first-level grievances, preparing/signing performance evaluations, recommending and imposing various levels of discipline, and/or adhering to confidentiality standards regarding the maintenance and handling of employee confidential and sensitive information practices.

About the Agency

The Illinois Department of Early Childhood (IDEC) was signed into law in June of 2024 with the focus of making early childhood education and care services simpler, better and fairer for families with young children across the state. During fiscal years FY25 and FY26, IDEC will be working through transitioning data, programs and services from three state agencies – the Department of Children and Family Services (DCFS), Illinois Department of Human Services (IDHS), and the Illinois State Board of Education (ISBE), – to IDEC in order to be fully operational by July 2026.
